Payday 2 Preparing to launch loop?

I have around 150 hours on the game and I wasn't playing it that much so I uninstalled it. After about 3-4 months I reinstalled my windows and since then I can't play the game. When I start it from the shortcut or from the steam library the "Preparing to lauch Payday 2..." window pops up and closes after about 1-2 seconds and my status in steam changes from "Online" to "Playing PAYDAY 2" and then back to "Online". I already tried verifying the files, deleting the "appchache" folder in the steam directory, updating windows, updating drivers, reinstalling the game and even reinstalling windows again, but still nothing... Has anyone experienced that issue? Is it from my pc or from the game, or maybe from Steam? If someone has a solution please tell me so I can fix it and spread it for other people having this problem!

Check C:\Users\<user>\AppData\Local\PAYDAY 2

Specifically, crashlog.txt and/or crash.txt. They may give some insight as to why.

I've seen that in some steam community posts, but there's no payday 2 folder in Local

Also I installed my steam and set the steam directory in the D drive and Windows is in C. I just uninstalled PD2 and I'm downloading it on the C drive it might solve it
