NAS and encoding server

Hello, we‘re working for a small company in the Czech Republic and we need to make some Backup NAS. Unfortunately, we get a big part of our income from organizations and schools, which are now not fully operational becouse of the Corona virus. Because of this we have a very limited budget of 12.000 CZK (about 475 USD). We want to make a completely custom setup because for the reason of possible future upgrades. Now we need about 4 TB of storage space. In the first upgrade after quarantine we want to add the ability to encode video to the mp4. So we would like to have as many components as possible that without having to change them later. The budget for later upgrade is about next 950 USD. Can somebody please help us out or at least give us some recommendations about what components we should look for?
