But it is still full budget and with 64 GB ram I expect more performance

No you won't get any more performance with 64GB of Ram as this is a gaming pc.

You could easily drop down to a 3700X. 

 

Go with a 2 x 16GB kit instead of 4 x 8GB.

 

The Samsung SSD's are usually overpriced. Not sure what else is available in your Country but ones like the Adata SX 8200 Pro, HP EX920/950, Team MP34, Corsair MP510 and Sabrent Rocket are all good. And usually cheaper still you have the Crucial P1/P2, Intel 660p and WD Blue SN550.

 

A 2080 ti is awful value for money. The 3000 series from Nvidia are due out around September assuming they don't get delayed. A 5700XT or 2070 Super would be better value for the short term, and they are still good for 1440p.

 

You don't need an 850W psu. A 650W is enough.
