If you absolutely must certainly buy it now, the only major thing I would take issue with in this list is the lack of a GPU. If you can wait, some of the lower end offerings from AMD will hopefully be able to fit somewhere into your budget, negating the need for a more expensive APU. You can just pick up a Ryzen 3 3100 and a cheap card and you will be good to go. That's assuming the drivers will be better, but even if they aren't any good it should drive the market prices down somewhat.

I figure if he wants to upgrade down the road he could just slap a GPU on, I think for most the games he plays it's okay? I might be wrong though, but I can't imagine Gears and Minecraft soaking up too much.
