Help please ASAP

Hey so my build contains:

cpu: ryzen 3600 regular

gpu: MSi GeForce rtx 2060 

ram: 2x tforce 3000hz 8gb = 16gb total

motherboard:b450 gaming plus max 

power: Evga 700 gold 

 

I have having the issue of when my pc turns on all my debug lights turn on. I try pressing the case power switch and nothing so I have to resort to power it off through the back of the case. From there I turn it back on and sometimes it will clear the lights then it won’t show video I tried plugging the hdmi in both the mother board and the gpu. I sent my motherboard back for a replacement and it still does the same thing. Why does it do this explain.
