With that budget I advice you to just buy a new gaming rig. Check for existing builds with that budget here https://pcpartpicker.com/builds/

Well yea, it's almost a new pc just keeping my case and SSD's didn't know if I should call it a new build or upgrade

Why would you go AMD for gaming??

Because AMD is Cheaper and with your budget you can spent more on the GPU that is more important for achieving a higher FPS ingame

Looking add the difference between 2070 Super or the 2080 Super don't know if the little performance increase is worth the money.

in most current games, yes, by 5% or something. but due to it having hyperthreading, it will perfrome better in newer games and upcoming releases. plus, on the same x570 board you'll be able to upgrade to the ryzen 4000 series, whereas with intel you'll have to change motherboards if you want to upgrade.

no, you want the x570 boards to be compatible with the future 4000 series.
