What exactly does "cut the number pad off my keyboard" and "i didn't cut the circuits" constitute?
The only way I can see this is:

You cut the PCB, OR you cut the housing off around the numpad and left the PCB exposed.

If it's the former, you cut the "circuits".
If it's the latter, you're setting yourself up for failure.

so i plugged the pcb in and its working but when i hook the pcb up to the keyboard its not working

Can you show us a picture of what you did? Usually these membrane keyboards have a thin plastic PCB that links up with their mainboard. I'd probably just fold it over so as not to cut them off, but even then it's a bit too much effort to just have a TKL keyboard when a new one isn't that much.

Noooo i didnt cut the circuit its still a closed circuit only the housing is removed

yeah i only cut the housing and i have folded it over but idk why its not working the PCB is working

The contacts might be shorted out. Lay it out flat and try it again.
