You should definitely get 32gb. 8gb is ok for most light to moderate uses but it’s not great. Also consider that in a couple of years newer software might require more RAM to run.

 

My 13 inch MacBook Pro has 8GB of RAM and it’s not enough. The system runs smoothly but if I have multiple things open and open Photoshop Elements, then photoshop doesn’t run smoothly.

You mean running VM? Because if you run Windows on bootcamp, its not dedicating RAM for one both OS separately. OS running is using all the available RAM.

parallels is VM software, so yes it would be a virtual machine. 

 

 

to answer the OP, it depends. i've been fine with using a 4gb Windows VM for basic things in the past since my Mac has 16gb, but if i was doing heavier things i would quickly run out.
