RAM limiter

Hello! Theres a RAM limiter on my 64 bit windows 10 pc. It says I have 8 GB but only 5.9 usable in brackets. Is there any way to remove the limiter and why is it there in the first place? I've tried youtube tutorials and it actually made my computer worse and it made it start lagging like crazy and having difficulties loading things. Please help!

Better to install additional memory.

Some of it is going to be reserved and used. Thats normal.

What if it's a laptop? Is it possible to install a better ram on the laptop?

The manual for the laptop probably answer that question. Most of the time you can upgrade the memory
