CPU going braazzzy when downloading

I recently build my new computer, which I had a few issues with on building being that I got no POST for a long time until I re-seated the memory cards.

 

My specs

AMD Ryzen 5 3600 3.6ghz

Asus ROG STRIX X570-F GAMING

Corsair vengeance LPX 16GB (2x8)

Kingston A400 500gb ssd

ZOTAC GeForce 1660 TI

Corsair 275R airflow ATX mid tower case

Corsair TXM Gold 550 W power supply

 

MSCONFIG boot cores set to 3.

 

The computer works fine, and sometimes has some issues where it hangs with multiple processes open. But the really worrying thing is whenever I am downloading something, all other processes seem to almost fail and my computer goes completely crazy, I have attached a video below to show this in action.

As all of you well know a PC of this calibre should not be having an aneurysm when performing a download. The warzone download is the worst so far but it occurs with all other downloads aswell.

 

Any tips or reasons for this happening? I assume its hardware related so any tips in that department.

I should add that although it doesn't happen often the lip-sync on my videos is sometimes completely off and it gets worse and worse until I reload the page.
