I have a issue where half my memory is hardware reserved. Which I am out of ideas what to do?

This is what I have.

Things I have done:
Checked CPU for any bent pins or fluff particles & reseated
Replaced Dimms
Changed positioning of Dimms
Did windows memory diagnostic (no Errors)
Ran Memtest86 which came up with 9 tests 0 errors
Cleared Cmos & Reset bios

Tried one Dimm at a time 

Changed Dimms around and Also to A1,B1 & A2,B2

Also Enabled XMP Profile
Updated Bios to 2.70 as per ASRock Site
Reinstalled windows from 64bit Pro(Current) to Home
Have changed setting in the windows Regedit & in the BOOT advanced options

I have loaded the XMP profile that the Bios provides instead of using the auto.
I have looked for onboard GFX setting and I don’t have a header for that in the bios.

I am out of ideas and I have emailed ASRock and with no response, this was sent to them bout 4 weeks ago
Any advice or help would be great. I also only know the basics.

if i add the Dimm into A1 it just goes into a boot loop, as if its looking for the 2nd Dimm. it was bought as a Duel Set, im not sure if it means anything as i went from Console to PC so knowledge is very minimum.

try each stick separately in A2 without the other one in. does the pc boot with either of them?

it just goes into a restart loop, so as if i put the duel dimms in then it will restart it self 3 times then fully boot, it reads everything in the bios fine?

it's ok if it restrarts 3 time and boots, that's ryzen configuring the memory. so it boots with either stick fine?

Im having this issue aswell running on 4 dimm of 4gb all ddr3 1600 no ecc unbuffered. i originally had trouble getting my system to recognize 2 of the 4 dimms.

After hours of troubleshooting:

Checked and reseated CPU
Changed positioning of Dimms
Did windows memory diagnostic many times(no Errors)

Tried one Dimm at a time 

Moved the dimms around

___I had finally got them to be recognized by my pc in bios. so I boot to find that 8.1gb is hardware reserved and I've also tried searching for videos about

how to solve this issue, so far nothing has worked.

Also my BIOS is weirdly limited and I havent found anything down there that refers to memory aside from their diagnostics tests.

MSI A75 2AE0 motherboard (havent been able to find updates for its bios)

AMD A10 5700 APU

msi gtx 1060 3gb OC

16GB total ram 4 dimms(7.9gb usable)(8.1gb hardware reserved)
