I have a i5-9600k overclocked to 5ghz @1.3v, with a Asus Strix Z390-F Gaming.
I am currently learning fluid simulation using blender. I've seen that 3rd gen Ryzen cpu takes lot more less time than same spec Intel processors and also drink less power where my i5 is constantly at 100w+
I am thinking to sell the whole platform and add a max of 200usd to upgrade to a ryzen 3rd gen cpu.
I already have a h100i platinum and I have overclocked every cpu i've ever had and plan to do so.
What ryzen should I get?

3700x would suit you quite nicely.

16 threads pure horse power. It will gladly spank the 9600k :D

Depends on the currency in your country.

US currency.

The board maybe 200-225 (used) Is 259$ new

9600K 175-200$ (used) 220$ new

Would be fair prices like new condition.

I paid around 550usd with taxes and shipping in my place. Now that I know the overclocking data of the cpu and that it's great at temps (70C constant at 100% load for 30 minutes),
Will it be a bonus for a selling point?
I'm thinking about asking 375 usd-ish

Well if you binned it only to a certain cooling and temperature, no you cannot leverage this for a sale unless someone is looking specifically for it.

For the pair, I think 375 is fair, buyer pays shipping.
