Weird Mouse Input Delay

I've had some bad mouse input delay in games the past few months, and I'm really out of ideas as to what it could be. I still get what seems to be my normal FPS in games, but the longer I play, the worse the input delay gets. I would describe the delay as adding 50ms of input delay to my mouse, and rounding out the mouse-movement to feel more like a controller. I've done some stress tests and none of the temps seem abnormal from what I can tell (GPU and CPU max out around 75C). Specifically, I notice the issue the most in Team Fortress 2 and CSGO (both CPU-oriented games). Restarting my PC seems to alleviate the issue for a few minutes.

Here are some of my specs:

I7-8700k on a z370 board, not OC'd

GTX 1080

2x8gb 2400mhz memory

1TB WD Blue HDD

250gb WD Blue 2.5 inch SSD

HP Omen 25 1ms 144hz

Here are some of the things I've tried but have still had the issue with:

1. Swapping GPUs

2. Migrating OS (Windows 10) from my SSD to my HDD (This actually temporarily fixed it for a day or so, but the issue is back now)

3. Fresh re-installing Windows (have done this 3 times)

4. Re-installing games

5. Trying different mice (It's happened on 3 different gaming mice)

I would really appreciate any help. I've had the issue for a long time now and it's driving me crazy.

I saw some threads recommending to use LatencyMon. I ran it for a few minutes while playing Team Fortress 2 and here are the results. Something is definitely messed up. I have noticed audio pops in my headphones every now and then over the past few months but never thought anything of it.
