So I recently decided to upgrade my computer because I was struggling to stream them while playing and I cant get my new system to boot.

Parts:

Asus prime x570-pro

Ryzen 7 3800x

Corsair h150i pro

Thermaltake dps 750 gold+

Evga 2070 super

G.skillz trident neo 16Gb (x4) ddr4-3600

I stole the storage out of my old system.

Samsung 970 evo 1tb

Seagate 2tb sshd

I have everything plugged in, including the extra 4 pin connector for the cpu. The motherboard gets power but when I hit the power button on the case or on the motherboard nothing happens except that the cpu cooler lights up for half a second then nothing. I reseated the ram and gpu. I've tried 1 stick of ram. The only thing I havent tried that I can think of is plugging the aio pump into the cpu fan header instead of the aio header. Any help would be greatly appreciated!

Take a few steps back: disconnect everything except mainboard, CPU and 1 stick of RAM (and the cooler, of course). See if that boots. Mind, for a new config AMD Zen systems require some time to settle and actually boot. If this doesn't work, see if you can mount an air-cooler instead of the AIO. Take small steps, be methodical in testing/adding new parts.

So I have now tried every ram configuation, with 2 different types of ram. I have tried different psu. I have tried the stock cooler and my aio plugged in in different configurations. I have tried with and without the graphics card. Nothing happens without the graphics card. I've tried booting with a iso of windows plugged in. Ive tried using my friends 3800x. I've tried with just the 8pin for the cpu plugged in and with the extra 4pin plugged in.

The motherboard is getting power and the aio pump wants to turn on but it only blips before doing nothing again. I'm at wits end except for going to a shop and having them trouble shoot it for me.

I finally got it to work!

All I had to do was completely rebuild the darn thing in front of somebody and it booted!!! but only with the stock cooler.

My next problem was getting my aio to work.

The problem was that my pump is sata powered and I was using sata cables from my old power supply. After looking at the cables the empty pin was in a different spot. Switching them has allowed me to post this from my pc again!!!

I do have one other question.

My ram is ddr4-3600 but I cant post with it any higher than 3000mhz. I have the voltage set to auto but I think it's just the fact that I have 4 sticks for 64gb total. Is there anything I can do besides cranking the voltage manually.

Auto put them both at about 1.41v when I had them at 3600 but they are still at 1.2v when on 3000mhz.

Given the low overclocking potential of current AMD offerings, I'd recommend to keep the voltage on auto. I'm thinking you're running into hardware limits on your mainboard/proc combo in regards to the RAM speed.

Ah yes, but are the 4 sticks approved for that board? ;)  See the manufacturer website for a compatibility list.

Problem is, remote troubleshooting w/o access to the actual hardware is a total PITA, so in reality, no-one here will know what exactly is going wrong on your system.

So apparently everything over 3200mhz is an overclock on this board. But I'm not losing out on too much so I'm alright with 3200 without an overclock.

Thank you again for all of your help. Just talking to someone helps more than anything sometimes lol.
