I've ran a server for hosting files for my discord which ive ran for 5 months+ and few Americans have an issue where the speed would simply get Locked to 2mbps or even Worse, And recently I've dove into Anycast dns and hooked up a Sydney server with 500/500, So right now i have a london server 1000/500, and a aus 500/500, Currently If i try to download Directly from either of the servers, the speed will get Locked to 250kB/sec, I've dropped some links down with a large test file for you to try it yourself an experience, I'm mind boggled by this and Im desperate to work out the cause.

 

This will use anycast and pick the server closes to you, London or Sydney

Both direct links don't SEEM to be hindered by speed, but sometimes they are, and I am so unsure what i can do, I've confused myself and 6 others by this.

I'd be willing to test almost anything, windows reinstall is a complete final option, but i Extremely doubt.

 

When i look at my network chart it just seems to "Freeze" at the given speed, I can't work it out.

Updated, I've tried different Apache ports, and same result.
