Valorant | Low FPS

Think my storage drive needs to be replaced. Moved the game to my SSD and no problems since.

I started my day today with a game of Valorant and I was getting my typical 120 - 130 FPS but later on when I played some more my FPS was not stable and the game became stutter city. I tried changing graphics setting but nothing seemed to change. I limited the FPS to 90 and still not smooth but better than before, so I set it to 60 and then it was better but stuttered a little bit. I have had issues in the past with Fortnite with CPU utilization being at 100% and capping the framerate helped. I feel like I should not be having this issue and should be able to get the 120+ FPS with the hardware I have.
 

Here's what I got:

Motherboard MSI Gaming 7 Z97

CPU Intel i5 4460

GPU Nvidia GTX 1060

RAM 32GB HyperX Fury DDR3

SSD 120GB Samsung EVO 

 

I could not test temps while the game was running since Vanguard blocks those types of apps (CPU-Z, OpenHardware Monitor, etc.). So I quit Vanguard and ran the CPU-Z stress test for 10 minute while having OpenHardware Monitor open and the temps on the cores were from 64 - 66 degrees. I changed some 3D settings for Valorant

What could be wrong here?
