So, i still have my old pc which i havent been using much as i dont stay at my home from past couple of years, this time when i came home i decided to ready that pc for my father's net browsing and light office work. 

Now when i tried to boot it, it doesnt boot up,

Whats working : CPU fan, CPU green light

Whats not working : No hdd orange light, nothing on monitor as its not getting any signal(monitor power led keeps blinking), cant even boot to bios

What i tried: swapping hard drive(bought new one) still nothing, swap RAM still nothing, swap all sata cables,

What i cant do: try different motherboard and CPU (h61 chipset and i3 2120)(yeah i know pretty old)

CPU fan is constantly running and the green CPU light, its just no hdd light, and nothing on monitor(i can hear hdd running)

 

So any advice what can i do to find out whats wrong and how to correct it....???

Start by resetting the CMOS, its free, only takes a few minutes and can sometimes fix these non boot situations.

 

1) Unplug the power cable from the PSU

2) Remove the side panel from the case

3) Locate the CR2032 Coin Cell Battery on the board and remove it

4) Wait for 2 to 3 minutes

5) Replace the battery

6) Reconnect the power cable to the PSU

7) Try to boot

From my personal experience, that seems like a RAM problem, or a bad mother board.

already tried several times, cant even boot to bios , the monitor isnt getting any signals

Are you connecting the monitor to the GPU and not to the motherboard?

theres no gpu , i gave the 750ti which was in it around 4 years ago to one of my friend as i wasnt using this pc, so monitor is plugged directly into motherboard
