Minecraft server mob jitter?

I am facing a strange issue right now. When i connect to my own minecraft server, I am 100% lag free, with one exception - my mobs. All of the mobs experience horrible lag, where they pause, then unpause, then pause again, etc once every second or so. Ive tried changing ram speed, changing ram allocated, disabling SMT, putting the server on one side of my CCX, nothing is fixing it. Has anyone experienced this issue before?

it is very similar to the lag present in this video. it only happens when i am in multiplayer though and my fps is nowhere near 400

what is ur dedicated ram to the server

You should use these flags https://aikar.co/2018/07/02/tuning-the-jvm-g1gc-garbage-collector-flags-for-minecraft/

If you switch to paper you will also get a /tps and /timings command.

try turning the priority up in task manager

A plugin is something u put in the plugins folder on ur server files. ClearLAg plugin clears entities every once in a while to reduce lag. u can download clearlag by looking it up. plugins do simple server-side tasks for you

What does /tps and /timings report (or some variant of /timings) say?
