Help cant overclock!

Hello all im new to this forum so i apologize if this is the wrong thread. 
Well im new to overclocking just been pc gaming for awhile now and i have recently just upgraded my whole system with overclocking in mind and something i wanted to do!
So the issue im having is ive changed everything in my bios to OC at 5.0 set the voltage up a little adjusted a few other things using MSI BIOS walkthrough and over clock guide and i set the bios restart go in to CPUz immediatley and it shows 5.0 4.9 bouncing around for about 10 seconds and than settles on 4.6-4.3.  Its going on several hours of going up and down with the voltage slight amounts and even going up and down from 4.8-5.0 in the bios and im all out of ideas! 
Thank you guys so much ill attach my bios screen shots as well as the first 15 seconds when it runs 5.0.
 

  • OS - Windows 10 x64 
  • Age - New Build
  • CPU - Intel I5 9600k
  • GPU - MSI RTX 2060 Gaming X 8Gig
  • MotherBoard - MSI MPG Z390M Gaming Edge AC
  • Power Supply - Corsair CX750M V3

But im running my I5 on fixed mode so it shouldnt and even i bench mark it or stress it it only goes to 4.6

fixed mode does not do what you think it would

 

could be AVX offset

Jurrunio should i try running it at 0 and than posistive or any way to test it 

And what does fixed mode mean? 


**** i just tried 0 same thing
