PCI-E 16X broken?

so i was having some problems with my gpu(rx480 gtr 8gb) and i was testing if it was really my gpu(rx480) with another gpu(r9 270x hawx 2gb)

but after switching back to my rx480 it wouldnt boot in my pcie x16 slot ive tried a few things like clearing cmos trying to boot in recovery to no avail.

so now i have my gpu in my pcie 3.0 x4 slot and it works but i dont know if ill have full potential and if its really broken or its something with my gpu.

if i try with the other gpu(r9 270x) again will it also fail or because its a lower card will it work anyways

main question is do i need to buy a new motherboard
