FPS getting locked at 20

So recently I've been having this issue on my laptop (RTX 2070 non max q) where no matter what game it is it will lock to 20 FPS after playing it for a bit. For some reason alt tabbing in and out of the game brings the FPS back to what it should be. I checked the temperatures and for both the CPU and GPU they are around 85C with no throttling. I am using dual channel memory and NVMe SSD if that helps. Laptop is ASUS GX502.

 

Edit: Well alt tabbing doesn't work maybe it was just a coincidence.
