I recently got my line renewed because the old one inside my house was old. and I noticed that my adsl and internet was dropping every minute + really slow speed 0.50+ mbps (my plan is 15mbps)

So I went out and checked my line and there was a tack that kinda punctured the wire (idk if it really did). is this the cause of the dropping/slow connection?
