I just had a random black screen while launching a game. Since nothing was responding, I proceeded to unplug the HDMI cable from my gpu in an attempt to replug it but the pc was on restart the moment i plugged the hdmi back to my GPU. I can't really be sure if the unplug-replug caused the restart.

 

I had another weird experience a month ago where I tried to start my pc in the morning but my monitor remained black as if nothing was connected. After this experience, I noticed my gaming fps reduced from around 38 to 29. 

 

Could anyone suggest some tests I can do to determine which hardware is causing the problem?

Try troubleshooting like plug your rig to another monitor... If the problem doesn't occur then probably problem with the port on the monitor.. If it still persists , then try any other HDMI cable and check if the HDMI cable is probably the problem... If there's still problem.. Then probably it's your GPU I guess....

I cant really leave my house to get the spare cable and monitor is office due to social distancing rules. Do you know if there is any software I can run to test my components?

You can run GPU-Z to check whether there is any fault on your GPU... As far as for the HDMI cable I don't think there is a software to check that. Will let you know if i find out anything...Until then try GPU-Z

I tried GPU-Z but all I see are stats. Could you tell me how to check for faults? Like what to look out for?

Look for distortions on the screen or any colour lines that are formed... If these things happen it's probably the HDMI or the Monitor... But you're saying that there are some random restarts... Maybe do a disk clean up or use a recovery point from before these problems started incase something is corrupted.
