No - increasing the power budget would overload the power delivery circuits and power brick, causing them to fail. Laptops are designed to operate within very tight specifications, messing with them is always a gamble. You can undervolt a bit (I expect you can get -50mV or -0.050V in XTU terms but that's about it. At best, you get +100MHz. At worst, you get instability and crashes
