The Source engine does offer an ability to lower the viewpoint resolution (basically anything that's the general 3D game space) with the command mat_viewportscale. That being said, I don't remember if CS:GO allows you to change that.

Yeah, the actual graphics settings don't change; the 3D rendering resolution would, though, as it uses a scale of 0 (nothing) to 1 (native resolution), with any decimal number in between that representing a scale of how low it'll render. 

You're just gonna have to lower the resolution entirely or play with lower settings. Source was built in a time where more dynamic and configurable settings concerning resolutions weren't a priority, and as such, it wasn't built with an internal resolution scaler in mind, unlike a lot of modern game engines.
