I've an i7 5930k in an ASUS Strix x99 gaming motherboard. I've had it overclocked for over a year at 4.1ghz with around 1.18v iirc. I recently tried over clocking it further playing around with clock speeds ranging from 4.2-4.5 and voltages from 1.1-1.3. I only tried 1.3 once and all the other attempts were below it. 4.5 at 1.3 didn't work and I got sent back to BIOS as per usual and kept trying different settings. I decided I'd gone it down and went to 4.3 at just less than 1.2v (on manual mode not offset or whatever it's called) and the computer turned on and then off quickly as it usually does when an OC fails. This time however, there was no display. I could not access the BIOS. I tried clearing CMOS using the pin method as well as removing the onboard battery overnight hoping it'd reset- it didn't work. I downloaded a BIOS update, renamed it according to my MOBO model and pressed the BIOS flashback button it flashed for minutes until it stopped which supposedly means it finished. Still nothing. The CPU_LED is always red and the error code on the MOBO is 00 for a split second and then it restarts. After that it just says cd and the red light remains. Is my CPU fried? What is there left to do? I'd really appreciate any advice as I've spent the past two days trying to fix it to no avail.

Ignoring the symptoms and just going based on the history of usage you described, I can't imagine it's fried.  That doesn't mean that that's not a possibility, but if that is what happened somehow, I wouldn't blame your usage of it.

One idea would be to test with a new / known-working part (ex. your CPU in a different motherboard and/or a new CPU in your board).  I know this may be difficult or even impossible, but it's the first thing that came to mind which will shed some more light on what's wrong.  I would also just check that when you clear the BIOS the system is totally unplugged as well.  Other than that, I would be tempted to remove all non-essential components to narrow the search.
