i don't know about iracing but other games let you select different modes for Wheel+Pedals, like "Combined" or "Separate". Maybe take a look through the games settings if you can find anything like that.

Are the pedals USB or to they plug into the Wheel with a proprietary connector?

the pedals plug into the wheel with what looks like a phone line connector. 

 

I did try in the games controller settings on windows and did the combined and separate and it still did not detect my pedals.

i have something similar to this. it detects steering wheel and steering wheel turns but it did not detect my pedals. So i installed the driver and then my pedals showed. but are my pedals suppose to move when you push down on them when in the game controller
