Stuck in safe mode

Hi to all. The many problem to enable safe mode was to see if some program or virus Is using the gpu and prevent him from clock down to idle. But after restart I was unable to log in. I try to go back  in normal mode interesting whe I try bcdedit /debug off no success 

Error system cannot find the specified file. 

But when write bcdedit the bootpolicy was set to normal an still in safe mode. What can cause this kind of issue and most importantly why wndows does not accept my password i never change her I use the same pass every day.
