Phantom driver

I have a drive or partition or something, I have no idea what. Its causing issues installing certain programs and I have tried everything I can find to get rid of it. It appears in file explorer put it isn't visible in disk managment. I have tried deleting it through diskpart with  no avail. Attached images to show what I mean.

 

Any ideas?
