so I currently have a system thats running an i3-3240 and has no gpu. My friend has agreed to me to sell me his rx480 for super cheap which he wasnt using to put into my cumputer. Would this create a big enough cpu bottleneck to experience any problems in game or enough to harm anything? Would I be able to play games at a playable framerate no problem? Or should i upgrade my cpu down the line. And if so what to?

If you're getting an RX 480 for super cheap, the bottleneck doesn't matter.

No damage will be done

Definitely. Used i7-2600 listings can be found at bargain prices, and used Xeons as well. Any of the E3 and E3 V2 would do, like the E3-1270 V2

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

this might cause a little bottleneck but both are several years old now with the new intel CPUs being in the 9900 and the newest rx GPUs being the 550. so you should be fine. but if you are going to upgrade one, then you should upgrade both as it will cause a huge bottleneck.

I would upgrade the CPU first as you can use the old GPU while you save up money to replace it. I know this as in Nov. of 2018 I replaced my prebuilt PC with a custom build and I kept the GPU from the old computer as it was still working fine and I didn't have the money to replace it. it was an ATI (AMD) radeon HD 6770 and now I have a EVGA RTX 2070 super FTW3 ultra+
