Trouble getting FPS

Alright so no matter what graphics settings I use on rust my fps don’t go over 15. My cpu temps max at 59c while playing same with gpu temps and they range around 57-59c but never over 59c. Idk what to do.

System specs?

So I used malewarebytes to do a system scan, and I found my culprit..... I should say 700 culprits....
