Don't question it just enjoy the free overclock! Lol no AMD FX 8320's have a turbo boost clock speed of 4.0Ghz, it will use it when it starts to need it. In your case you were video editing so that's likely what caused it to use it's turbo boost clock speed.

Yes, I use a 212 on the same cpu and it works great!
