Help needed, PC won't boot up

Today I noticed that only one of my sticks of ram were visible so I took both out and when I put them both back in my cpu fan and case fans wouldn't spin. I am not sure what happened whether I have damaged my board at all or what but if you have any suggestions please help. 

 

I have pretty much unplugged everything and put it back in but whenever I press the power on button my graphics card boots up but that's about it. Nothing else happens.
