Where do you have the cable plugged in? Because if it's in the board then you're not running of your graphics card.

Which graphics card do you have exactly?

You have plugged in the power cables to the graphics card?

try to reseat the graphics card and make sure it clips all right into the slot

when you boot do the fans spin or do you see any light from the graphics card?

can you take a picture of the insides of your PC while the power is on?

Ok that sounds kinda strange maybe the card is defective...

Do you have iGPU?

if yes put the HDMI to your motherboard and take off the card open the computer.. does it boot?

if yes close the computer and keep the hmi on your motherboard

install the card (leave the hdmi on your motherboard)

download the latest drivers for that card from amd webpage https://www.amd.com/en/support/graphics/amd-radeon-5700-series/amd-radeon-rx-5700-series/amd-radeon-rx-5700

install the drivers restart the computer (the installation asks to restart it so you do that once)

Once the installation is finished (after that restart) restart the computer again but this time go to bios  change the graphics adapter settings from iGPU to discrete/PCIe

save settings end exit setup (close your computer after it restarts by pushing the power button because it didnt reach windows loading screen it should power off immediately )

now change the HDMI cable and put it on the RX 5700 card

power on the computer

did it work?

If no then try to use a different HDMI port  on that card.. still no?

then since your computer works fine with the 1650 and you are sure you plugged all the power cables to the card in the right way chances are the RX 5700 is defective try to return it from where you bought it.
