When ever i play games my games will drop massively in frames; from borderlands going from 100ish fps and it will drop to 20ish, Sekrio is locked at 60 and will drop into the single digits. When i am watching youtube videos it will freeze for a second or two at a time.(audio continues to play clearly) And from time to time having open just file explore and moving files around will cause my system to freeze.

 

For context I have a I9 9900k. 2080 super FTW3 hybrid(was a 2070). 32 GB 3000 of trident z royal(was regular trident z ram). Seasonic 850w Prime titanium. Gigabyte z390 aorus master. Samsung 970 evo 1tb as boot drive. Acer predator 32" 165hrz g sync.

I'm kinda at a loss. iv swapped and tested a few different parts now other than my cpu, psu, and mobo.

 

Got any ideas?

Edit: when i play games my screen goes black for a few seconds before returning the image and then back to a black screen, this repeats until i close the game(superF4)

water cooled cpu doesn't go over 65, water cooled gpu is in the mid to high 50s.  I wiped my drive and did a clean install of windows. seems to be working a little better. occasional hiccups.
