So I am trying to setup my plex server to accessable outside of my network but keep getting a "not avaliable outside you network" error message

I have setup a port and forwarded it but that still seems to do nothing, i have disabled the firewall and still nothing

so im just looking for advice on what i can do?

I did go through and set the IPv4 settings to use a certain ip address

Where did you do the port forwarding?

Port forwarding must be done on the router. Not the computer. Once you set the port forward on the router, remote access will work. 

Use a different port when using remote access. Make up one in the 5 digit range as the destination port. Then map that port to 32400 on your LAN, along with the static IP address of your server.

Port forwarding instructions are dependent on what router you have. Look up the model of router you have to find out how to do port forwarding.
