Weird "shifted lines" on monitor, lookin for advice

Hi!

I own an AOC C24G1 144hz display, and i pair it with an RX580. Recently i noticed that there are like "shifted lines?" on the display (image linked, sorry for Fortnite image, but thats where i could reliably show it)

Notice it while playing games, also while watching streams.

I already tried to reconnect the dp cable, also used a different dp port on the graphics card, but it remained a problem.

Lowered my hz to 60, and it still shows. Reinstalled display driver after ddu, nothing.

Google wasnt much help either.

EDIT: Tried an hdmi cable, tried freesync on/off, the problem is still there.

 

So my question is: could it be a "bad" dp cable, my gpu, or my monitor?
I don't know how could I test the later 2, because I don't have another gpu or monitor.

seems to be the on screen display, is it on anything else? could it just not be an error on the OSD? a graphical design hick up.. it only seems to be visible on the Green line.
