I just built my new system with a 3950x, I had set the lights to be on the temperature setting through corsairs iCue software just because my cooling solution is overkill and I wanted to see all the green. However, when I restart the system, the lights turn red and fluctuate from red to yellow for about 1-2 minutes then go back to green. My monitoring software showed the temp at around 60c. After it settles down, the CPU temp fluctuates from 26c to 32c at idle, which seems strange, but may be due to boost I guess? I have tried searching to see if that was normal but since my temps dont stay high, my situation was different than what I could find other people describing. I am running 2 pumps in sequence with a double reservoir (Dynamic Duo)

Build List:

MSI Meg X570 Godlike

Amd Ryzen 9 3950x

EVGA FTW3 2080Ti Ultra

G Skill Royal 3600 32Gb (4x8)

Cooling:

3x Hardware Labs 30mm 360 rad

EK Quantum Vector Gpu Block

Ek Velocity CPU block

6x Ek Vardar 120 static pressure fans

3x Corsair LL120

Thank you in advance for any input.

Do you have anything else that can log temps after boot to confirm the temp?  Also, 60*C doesn't sound terrible during the bursty loads one would see at Windows start.

I have MSI Dragon center installed but the monitor feature on it disappeared somehow, So I downloaded MSI Afterburner (Have overclocked anything yet) and that comfirmed that the temps we min 40 max 64 before dropping down to 26ish

I'd recommend HWiNFO.  It can be setup so that sensors start with Windows.  It doesn't log per se, but it will show max temp.

During Windows startup I'm seeing around 50*C on my 3900X with a 360 AIO and a very high (30*C) ambient so it might be worth investigating.
