Well, Spectrum I suppose?

Or possibly the router you have. It's hard to know without more details about your network setup.

Well, I just thought it was weird that we are getting packet loss at the same time on Discord and Rocket league. Is there anyway I could report this to Spectrum? I have a tech coming out to my house tomorrow, but I don't know if he'll believe me that it's happening to my friend a few blocks away at the same time.

The best thing you can do is describe the problem to the tech, and have him run some tests on your line to make sure there isn't anything physically wrong, or if you're running out of date modems/routers etc.

It could be Spectrum's routing that's the problem. In that case it'll have to be an internal matter for Spectrum.
