Custom desktop software?

I am a sucker for sleek aesthetics and functionality and i feel like my desktop is looking kinda dull. i was wondering if there was any custom software with the capacity to do something like showing/opening a folder as a tooltip/pop-up type thing and allowing to open the items inside directly OR open the folder itself. Anyone know of anything like this?

Have you looked into rainmeter? It allows for a huge amount of customization. I don't use it anymore but on my old windows 7 machine I did. I don't know if it has the specific functionality you're inquiring about... but it does "re-vamp" your desktop.

Yeah rainmeter like @NinJake said, but also something like wallpaper engine on steam so you get an animated wallpaper, looks really clean and goes nicely with rainmeter

I will have a look into rainmeter (i have used it before but i deleted it because potato pc). Thanks for the tip @NinJake. I am using wallpaper engine as well so now i just need to hope they both play nice.
