Weird Stuttering Behavior

My laptop (i5-8265U, MX250) always stuttered when I am playing games. I checked it with Afterburner and it turns out when gpu reached ~84C it throttled hard to 150mhz then it was normal again. This keeps on going for about 5 minutes and it settled at ~76C and the throttling stops, but after around 20 minutes it does it again and again and again and again. I've been was able to minimize it by using GPU Tweak by capping the frames to 48 fps, after that there's only one major stutter about every 30 minutes. Can someone tell me what"s going on? please tell me that this is an one off thing or this is how ASUS configure this laptop.
