Hey,

I'm having an issue with my new build I have a and intel i9 9900k (I’m not over clocking yet), (2 x 16 GB) DDR4 3200 MHz Corsair vengeance RAM, a Nividia 1060, 600w power supply, 1TB m.2, 4TB HDD all on a MSI Z390 A Pro board (in a cooler master cosmos 2 case) 

The issue I’m having is my CPU temps won’t stabilise and just keep rising does anyone have any suggestions, I’ve currently tried replacing the thermal paste, checking the connections and as a last ditch option I even tried swapping the fans directions.

I've included a picture of my bios

Have you made sure, that the cooler and cpu are making contact?

Also you haven't set your memory XMP profile, not that that will have any affect on your CPU temps mind...
