Remote or Web Accessible Touch OS

Not quite like that, unless I am misunderstanding. Sometime back there was a mini rush of cloud based linux desktops, I think jolicloud was one? You could log into a website and launch your "desktop" which would be a web accessible virtual desktop/machine. I am thinking something similar to that but that offers up a modern tablet/touch like experience.

Yep.  Thin clients/terminals.  “Cloud” is a BS term.  “Cloud” just means “someone’s mainframe but we won’t tell you who’s so we make up a fluffy word to pretend it ‘mysterious’ and doesn’t matter”.  There is no cloud.  There never was a cloud.  Not everything is troubled by latency.  Games are, but word processing? Not really.

Looking to see if there is a way to extend the usefulness of aging tablets by utilizing more power hardware remotely. Effectively, opening an app that merely establishes a remote control/RDP esque session to a touch optimized VM. Or perhaps a web service/site that behaves similar to a full fledged tablet. Not sure even how to search for such a thing.

So turn them into thin clients or terminals?  GeForce now kinda does that for games.  Linux used to have all kinds of terminal stuff.  Screen sharing and everything for stuff far far slower than an old tablet.  It likely could be done.  The issue would be latency.  You’ve got to move the data in and out of the terminal.  That used to be done with ethernet lan.  The internet can be far far slower than even 1980’s ethernet lan though.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

That is a fair point! I guess I was stuck thinking of Thin Clients/terminals as more traditional desktop terminology, but you're right. This would be more of a mobile evolution of terminal services. Ahh, this helped me phrase my google search correctly, found the following:
https://en.wikipedia.org/wiki/Remote_mobile_virtualization

Haven't read it completely yet but this sounds like what I was looking for.

Thinking about it a bit, I want to modify.  That there never was a cloud remains true.  The difference between “cloud” computing and mainframe computing is mainframe computing had a better more secure connection. “Cloud” kind of means “flaky and really insecure mainframe connection”
