Unknown issue

So i know enough about computers to diagnose most basic problems, and some advanced problem. However this confuses me.

So recently (i would say about the time the last windows update happened) my pc has been affected by a slowness. Nothing is running high, heck most of it is super low, no high temps, nothing suspicious running. These are the thing i have been affected by, and please note nothing in task manager goes over 50% when these occur.

Very slow program opening
random file transfer speeds including 0bps, on any device new or old
VR games running smooth but having random lag spikes or even freezing
during the VR lag spikes and freezing my mouse acts like its getting 1fps, however audio is perfectly fine
Random audio sources stop working, what i mean by this is i have a razer tournament addition, and my THX synapse audio source will stop working, the game audio source works. However this gets fixed when i use the razer program to set THX synapse as the default audio source.

Things i have tried.

Kill unneeded processes
Use a program to optimize processes for gaming
Uninstalling everything unneeded/unused
Stopping startup of everything i would not manually startup anyway

Each time the issues happen, if i have any other program running like spotify or google chrome, it is completely unaffected and runs like normal. Things i have thought it might be but don't make sense.

HDD dying
Thermal throttling
GPU dying
bad windows update
Virus
Accidental closing of a important process

Any advice or help on this matter would be appreciated, as the last things i can think of doing i want to save for a last resort due to the length of time they would take.

PC - nothing overclocked or done outside part standards.(Apologies for any memory issues, sense i started taking medication my memory before then is rough in some areas)

OS - Windows 10
x86 (32-bit) or x64 - x64
Age of system (hardware) - Most is relatively new, bought within the last year, oldest part is my gpu at almost 6 years, and my HDD's with the oldest (and most unsused) being 7-8 years old
Age of OS installation - Less then 1-2 years (cant remember exactly, but i know it was not too long ago)
CPU model - AMD Ryzen 5 2600 6 core 3.85
Video Card model - GTX 970 3.5gb (yea i got a return for the other .5 from the lawsuit)
RAM - 4 sticks of 8gb lpx ddr4 corsair vengeance 3000mhz
MotherBoard - MSI X370 Gaming M7 ACK Motherboards
Power Supply - CORSAIR - CX Series Modular CX750M 750W 80 Plus Bronze ATX Power Supply - Black ---- From best buy (was in a pinch)
Laptop or Desktop - Desktop
