GTA V Extreme low GPU usage and Extremely High CPU usage

Ive been having this isue with GTAV in which everytime I play the GPU only goes up to 0.3-0.5 usage but the CPU is always at max up to 85% usage up to 93% usage the rest 7% is being used by system apps. 

 

I tried to fix the problem with many youtube vids with no fix so far... I usually get around 65 Fps to 78 in the city area inside a small building it goes up to 90 FPS.

 

I play in the lowest settings I can set in GTA, nothing running in the background but system apps but still they dont use much at all, 1920x1200 Resolution.

 

Whenever I bought everything I tried not to bottleneck but im not sure If I did please let me know thank you!

 

And my system specs are:

 

GTX 1060 (Not OC)

Intel Core I5 6600k (OC)

16GB of ram running at 2133MHZ 

OS Windows 10 Pro
