youtube stuttering

i dont know if it will be usfull but i have a gtx 1080ti a i5-7600k 32g of ram and enough storage im using google chrome win10
i recently moved to a new place and since i moved in youtube stuttering is driving me crazy it is basicly unwatchable i tried different thing
youtube work fine on my phone tv and on microsoft edge on my computer
facebook work fine
very low resolution "fix" the probleme
x0.25 speed "fix" it to
i tcheked cpu ram and gpu usage everything is fine

the video is alway load ahead (the grey bar)
i googled the probleme all i find is slow internet probleme(not my probleme) or slow computer (not my probleme) 
dose anybody have any idea on what could cause that and how to solve it (i dont want to whatch youtube on my phone for ever and i dont want to drop chrome)

I’m having the same problems with i5 4690 rx 470 4gb 20gb ram have you found out the problem yet if I find out I will let you know
