Help finding what is causing performance issues

Hi guys, 

I put together a new PC but I'm having performance issues and I couldn't figure out any cause. It happens while playing Fortnite, FPS are dropping very frequently from 240 to 80 and sometimes to less than 10, it's noticeable because the screen freeze for like a half second. What tools and steps can I follow to find the root of the problem? Thanks

two ideas anyway:

My first suspicion is background apps.  You got a hella fast GPU, but the cpu has to be involved too, and if it keeps getting its shoulder tapped to do other things it could cause a problem.  
 

The game is also network so it could be lag. Looking at your connection to the network and how it works might be something.  Checking your ping over time might be a way to look at that one as well.  If you’re getting bad ping from your net feed base there won’t be a ton you can do.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
