Yes, but it’s a waste of money (electricity) considering there’s not any real use for the second GPU. You can already run 4 monitors off a GTX 1080 on its own, and PhysX is a joke. 

No problem no, but the 780 or 1080 will just become a PhysX card or you can use them for Cuda.

there's not a problem, but it's rather pointless. what is the intention behind having both?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

You only need a single GPU to do that.
