I am a new PC builder and I have built a system, but it won't post. The lights did indicate a booting device issue but that's since stop being indicated.  The issue was a faulty processor DAMN YOU AMAZON

 

Specs 

Motherboard: ROG Strix B450-f

Processor: AMD Ryzen 7 2700

Graphics card: GTX 970 MSI edition

RAM: 16GB DDR4 3200MHz TridentZ 

HDD: 2TB laptop HDD

Maybe unplug the hard drive and see if you can get into the BIOS. For first time builders, ryzen takes a while to post and can go through many "boot cycles" where the fans spin up and then turn off which can happen a couple of times.  If this doesn't work then there are some other options

I've left it for 2 hours supervised and it still hasn't posted. What I have noticed though is that the graphics card fans spin up then stop. What can I do?

You could try to clear the CMOS. There should be a written guide on how to do that in the manual.

It did get stuck at the booting devices light but that's because I haven't installed an OS yet.

 

My Strix board supports 3200MHz (oc) so does that mean it won't natively support my RAM because it naturally runs at 3200 MHz?

I have checked the spec page on AMD's website for the CPU. And the CPU doesn't officially support faster ram than 2933 MHz.

But since it passes the RAM test no problem, this should only be a problem if you set the RAM to run full speed with XMP (DOCP) later.

 

You have plugged your display into the port on your graphics card, right?

 

If all the fans spin up, then down, that is usually a sign that POST has completed and you should have a signal.

If that is not the case, it might the graphics card that is not working right.

I know the graphics card works. If it has posted then it isn't displaying anything for me to work with.

Have you tried clearing the CMOS?

 

Even if the lights don't indicate a problem, we need to start trying a few things.

Try to take out the memory stick in slot 2, leave the one in four, and then try to boot the system. If it doesn't POST, swap the two memory sticks and try again.

Unplug the harddrive when you boot the system, just in case the drive is causing a problem.

 

And go through every cable you have plugged in, unplug and plug it back in, to make sure every thing is plugged in all the way.

All cables were plugged in. I moved the RAM and I still have no output. What else can I do?

Well at this point, I think you need some spare parts and just start swapping things out to figure out what the heck is going on. Something is broken, and motherboard is incapable of telling what it is.

I am sorry, for that answer, but without being in front of the computer, that is all I can think of.
