No. The cpu cooler which comes with Ryzen is good enough to keep your cpu temps nice. Specially that you not buying high end cpu which heats up more. This will easily do. 
The problem with your previous build was that you investing money into old and basically dead platform. Ryzen is very good and will give you much more performance for basically same price (check the difference in mobo prices) . If you want to save few extra $ you can go with a bit cheaper mobo as well
